  • D. Interpretation

    Based on a budget plan of the National Assembly in 2016, 123.4 trillion won, which is 31.9% of the national total expenditure of 386.4 trillion won, is allocated to the social welfare and health sector. As both universal and selective welfare are expanded, new forms of pension and public insurance are increasing, which leads to an increase in obligatory expenditure in the social welfare sector. The government is striving to establish and reform various processes of the welfare system in preparation for social changes to address low fertility and aging.
    Looking at the national expenditure and social welfare expenditure trends, the total expenditure on national welfare increased by 1.32 times from 292.8 trillion won to 386.4 trillion won over seven years, while the social welfare expenditure increased by 1.52 times from 74 trillion won to 113 trillion won. The share of social welfare spending in total national expenditure has been increasing steadily.
